Documents Required for Importing Goods into India
Flawless documentation is the absolute foundation of rapid customs clearance in India. Under the CBIC’s e-Sanchit paperless regime, a single missing document, conflicting HSN description, or unsigned certificate can halt cargo release. Here is the verified documentation checklist.
1. The Core Commercial Documents (Mandatory for All Imports)
Every commercial consignment entering India—whether via air or sea—requires the following six core documents:
1. Commercial Invoice
Must state exact buyer and seller details, itemized goods description, 8-digit HSN code, unit price, total value, currency, and designated Incoterm (e.g., CIF, FOB, CFR, EXW). If shipped FOB, sea/air freight charges must be clearly broken down.
2. Packing List
Details individual box numbers, package dimensions, gross weight, net weight, packaging type (e.g., wooden crates, pallets, cartons), and shipping marks that must match the physical markings on the containers.
3. Bill of Lading (BL) or Airway Bill (AWB)
The contract of carriage and title document issued by the shipping line (for ocean freight) or airline (for air cargo). Required by customs to verify port of loading, port of discharge, freight payment terms, and container numbers.
4. Import Export Code (IEC)
A mandatory 10-digit registration number issued by the Directorate General of Foreign Trade (DGFT) linked directly to the importer’s PAN card. Commercial imports cannot be filed on ICEGATE without an active, annually updated IEC.
5. Certificate of Origin (COO)
Certifies where the goods were manufactured. Essential to qualify for preferential or zero-duty tariff concessions under Free Trade Agreements (FTAs) such as India-UAE CEPA, India-Korea CEPA, or India-ASEAN FTA.
6. GSTIN & AD Code Letter
The importer's active Goods and Services Tax Identification Number (GSTIN) and an Authorised Dealer (AD) Code registered with the customs port by your bank to enable international foreign exchange remittances.
2. Regulatory & Partner Government Agency (PGA) Permits
Depending on your commodity vertical, Indian Customs mandates specialized No-Objection Certificates (NOCs) from allied government authorities via the SWIFT Single Window:
- Food & Beverages: FSSAI Import License, food recall plan, and lab test reports. See our specialized FSSAI Registration & Clearance Services.
- Electronics & IT Hardware: BIS CRS registration certificate from MeitY. See our Electronics Customs Clearance page.
- Wireless & Bluetooth Devices: Equipment Type Approval (ETA) from WPC.
- Chemicals & Dangerous Goods: 16-point Material Safety Data Sheet (MSDS) and TREM card.
- Plants & Agro Goods: Phytosanitary Certificate issued by the exporting nation's plant quarantine authority.
